Ngoc Phillips, born December 16, 1956, in Soc Trang, Vietnam, to Nhi Leon and Tho Van Tran, passed away peacefully at home surrounded by her family on Wednesday, June 18, 2025, leaving behind a legacy of love and dedication.
Scriptural Wake Service: 2:00 p.m., Sunday, June 29, 2025 Biggers Funeral Chapel, 6100 Azle Avenue, Lake Worth, Texas 76135.

She was the bedrock of her family, caring for her five siblings amidst the turmoil of the fall of Saigon. In 1975, she bravely boarded an American C-130 aircraft with her siblings, embarking on a journey to a new life in America.
In September 1977, Ngoc met her beloved husband, Bill Phillips, at Chanute AFB. They were married on June 24, 1978, and shared 46 years of loving partnership. A devoted Air Force wife, she seamlessly moved around the country many times, sharing adventures and making life-long friendships along the way. Ngoc enjoyed her 19 years of work for Keller Independent School District. She was an avid gardener and an excellent cook. In retirement, Ngoc and Bill moved onto the shores of Eagle Mountain Lake to enjoy years of boating and fishing with their family members. Ngoc will be remembered most for the love she showered upon her family.
She is survived by her devoted husband, Bill; her son, Will Phillips (Amy); her daughter, April Green (Kenneth); and four cherished grandchildren, Christian (Piper), Quinn, Kai, and Elizabeth. Ngoc also leaves behind her stepfather, Guadalupe Leon, and eleven siblings: Nguyet, Nhan, Tuan, Tam, Trang, Lupe, Corazon, Carmen, Trinh, Caroline, and Kathy.
She is preceded in death by her mother, father, and brother, Nicholas Leon.
